In order to reduce debts, the Tax Administration of Kosovo, in cooperation with the International Monetary Fund, last year reformed the mandatory collection in a single center in Prishtina, with a completely new organizational structure, in order to increase the efficiency of debt collection, and at the same time, to increase the level of compliance and accountability of TAK staff.
The effects of the new organizational structure of mandatory collection are encouraging, ensuring efficiency in debt collection and handling of all cases according to the foreseen legal procedures.
The situation created by the COVID-19 pandemic, in addition to the direct effect in reducing the economic activity of taxpayers, it has also affected TAK, due to reduced staffing but despite these circumstances, TAK with its internal organization has mobilized at the highest level in overcoming the situation and maintaining stability in tax collection.
Given these circumstances, TAK has given to taxpayers an opportunity to pay their debts in instalments by concluding agreements for settlement of tax liabilities. In order to make this procedure easier, it is provided the opportunity to file applications for agreement in the electronic system-EDI.
Taxpayers have welcomed the opportunity to reschedule tax debts, and this is noticed from the increased number of taxpayers applying for debt settlement through agreement.
During the period January-August 2020, a total of 1094 agreements have been concluded, with a value of liabilities of EUR 47.9 million. Compared to the same period last year, the debt covered by agreements has increased by 341 agreements, with a value of liabilities of EUR 22.4 million more.
