Biography of the Director of the Legal Services Department, Mr. Ilir Islami
Ilir Islami is a jurist and public law expert, with extensive professional and academic experience in the field of tax administration, fiscal legislation and public management. He completed his doctoral studies in Legal Sciences in the field of public law (2016), while previously he completed his master's studies in financial law (2008) and basic legal studies in general law (2000) at the Faculty of Law of the University of Pristina.
Since 2001, Dr. Islami has built a successful career at the Tax Administration of Kosovo (TAK), where he currently holds the position of Director of the Department for Legal Services. Over the years, he has also held other important positions, including Human Resources Manager, Education and Legislation Advisor, and Regional Operations Manager. He has chaired many working groups on drafting tax laws and regulations, fiscal reforms, and the internal organization of TAK, contributing significantly to the development of fiscal policies and the improvement of the legal framework in Kosovo.
In addition to his professional commitments, Dr. Islami is also active in the academic field as a lecturer at the AAB Institute (2017 - ongoing) and previously at the “Ukshin Hoti” University in Prizren and the “Juridica” College, where he has lectured in the fields of fiscal law, public finance, local governance and business law. He is the author of the university textbook “The System of Local Autonomy in Kosovo” and the author of over 15 scientific papers, and has participated in international conferences such as in Tirana, Istanbul, Portoroz and other countries in the region and beyond. With his multidimensional experience, Dr. Islami is recognized as one of the leading professionals in the field of public law and fiscal reforms in Kosovo.
