Pursuant to the decision of the Minister of Finance and Transfers, dated 03.04.2020, regarding the approval of the Operational Plan for the Emergency Fiscal Package and the obligation of institutions to implement this Plan, the Tax Administration of Kosovo is intensively making all preparations, where employers and lease holders, through the EDI Electronic System, will be able to submit their applications to benefit from this package. With regards to the free movement, the Tax Administration of Kosovo has sent you the form "Certification of Free Movement" to be completed by all businesses registered for economic activities (expressed in NACE code) listed in the Ordinance of the Ministry of Economy, Employment, Trade, Industry, Entrepreneurship and Strategic Investments (MEETIESI, dated: 23 March 2020). You must complete the form “Certification of Free Movement” with the required information of your business and each of your employees for whom free movement during restricted hours as a result of the emergency public health situation is requested. Once you have completed the form, you must stamp and sign it, and as such, along with the employee's official ID card (Identification Card) (if any), will serve as a permit to circulate during the aforementioned hours. The financial support in Measure 3 of the Emergency Fiscal Package is intended for companies that are in financial difficulties as a result of the decrease in their business activity due to the emergency public health situation. So, a company means any business organization registered with the Kosovo Business Registration Agency, regardless of business status.
