PRESS RELEASE – TAK Marks the 26th Anniversary of its Establishment – Emphasizing its key role in good governance and fiscal justice

The Tax Administration of Kosovo (TAK) marked its 26th anniversary through a thematic conference attended by former TAK employees, leaders of local and international institutions, business representatives, and non-governmental organizations.

The conference opened with remarks by the Deputy Minister of Finance, Labor and Transfers, Mr. Agon Dobruna, and the Director General of TAK, Mr. Mentor Hyseni.

Deputy Minister Dobruna emphasized that the Government of the Republic of Kosovo considers the Tax Administration of Kosovo a key pillar of good governance and fiscal justice. He praised TAK’s extraordinary progress in recent years, particularly in the digitalization of processes and tax services. According to him, this transformation has increased operational efficiency, reduced human intervention and opportunities for misuse, and significantly improved the taxpayer experience. Thanks to these reforms, TAK has now reached a high level of institutional performance, comparable to tax administrations in the region and beyond.

Director General Mentor Hyseni, on the other hand, reflected on the establishment of TAK in 2000 as one of the first institutional structures developed after the war, during a time when foundations were fragile and capacities were limited. Despite the challenges, the vision and mission were clear: to establish a tax system that would promote order, transparency, and integrity in revenue collection.

He emphasized that TAK’s 26-year journey has been neither easy nor fast, but has been built on the dedication, professionalism, and sacrifices of generations of employees and experts who contributed to institutional consolidation. Hyseni also acknowledged the continuous support of international institutions and organizations, which have played a crucial role in enhncing TAK through technical assistance, knowledge transfer, and best international standards.

In his address, Director Hyseni introduced the Strategic Plan and the TAK 2030 vision, emphasizing a new institutional approach towards businesses and taxpayers, focusing on education, communication, and partnership rather than penalties. This approach aims to increase voluntary compliance with tax obligations and establish a sustainable relationship of trust between TAK and the business community.

He highlighted that digitalization and technological innovation will continue to be the main pillars of reform, through the expansion of electronic services, automation of processes, and provision of faster, safer, and more transparent services for taxpayers.

Additionally, Mr. Hyseni emphasized the importance of enhancing and expanding professional human capacities within TAK, not only through continuous training and professional development of existing staff, but also by recruiting new, qualified personnel with a modern vision, as a prerequisite for building a modern, efficient, and sustainable tax administration.

In conclusion, the Director General reaffirmed TAK’s commitment to further strengthening cooperation with international partners and local institutions, with the goal that by 2030, the Tax Administration of Kosovo will be a modern, innovative, and trustworthy institution, serving economic development and fiscal justice in the Republic of Kosovo.

As part of the conference, three discussion panels were held, focusing on TAK’s institutional consolidation, partnership with businesses, and digitalization and innovation as key tools for increasing transparency and taxpayer trust.
